«« O escândalo da carne de cavalo vendida como se fosse vaca em vários países da UE levou a que fosse agendada uma reunião urgente de ministros europeus para quarta-feira. A França anunciou, entretanto, o reforço dos controles sobre a indústria da carne e pescado e o governo britânico pondera suspender a importação de produtos de carne da Europa continental. Em causa estão vários produtos ultracongelados onde foram detetadas grandes percentagens de carne de cavalo, embora as etiquetas dissessem que eram de origem bovina.<br />
Quarta-feira, os ministros europeus relacionados com o dossier vão discutir em Bruxelas “as medidas necessárias a nível da União Europeia” para lidar com a situação, lê-se num comunicado divulgado pela presidência irlandesa da UE.<br />

O ministro francês da Agricultura manteve esta segunda-feira uma reunião de crise com profissionais do setor agroalimentar e das carnes.<br />
<br />
Stephane le Foll disse que a França vai “fazer pressão ” no sentido de uma melhor etiquetagem dos produtos e defendeu que a Comissão Europeia, que “deve fazer um relatório no final do ano” deveria “ir mais rápido “, tendo em consideração o escândalo que foi descoberto na semana passada no Reino Unido.<br />
França reforça mecanismos de controle<br />
<br />
Paris não esperou que fossem tomadas decisões a nível europeu. O ministro responsável pelo Consumo, Benoît Hamon, disse que o governo decidiu proceder a um “reforço imediato” dos controles de repressão de fraudes e garantiu que as investigações se vão estender para além das duas empresas francesas mais diretamente implicadas no escândalo, Spanghero e Comigel .<br />
<br />
Segundo Benoît Hamon, todo o setor da carne e do peixe vai ser colocado “sob vigilância” ao longo de 2013.<br />
<br />
“Não se trata de ter um agente do departamento antifraudes atrás de cada peça de carne, mas vamos proceder a um inventário extenso de todos os produtos sobre os quais existe uma suspeita”, disse este responsável governamental, citado pela France Press.<br />
<br />
O próprio presidente François Hollande tinha denunciado algum tempo antes “os incumprimentos”, os “aproveitamentos”, e “os comportamentos inadmissíveis”, que este caso envolve.<br />
<br />
“Devem ser decretadas sanções administrativas e penais se o dossier assim o justificar” disse o chefe de Estado francês.<br />
Grã-Bretanha pondera decretar moratória às importações<br />
<br />
Na Grã-Bretanha, onde o escândalo assumiu proporções maiores, o ministro do ambiente, Owen Paterson, avisou que os consumidores devem estar preparados para “mais notícias más” nos próximos dias.<br />
<br />
Isto porque são aguardados para esta semana os resultados dos testes efetuados às carnes suspeitas, para determinar se esta contém “produtos nocivos para a saúde humana” .<br />
<br />
Um dos testes que está a ser efetuado destina-se a detetar a presença de fenilbutazona , um anti-inflamatório usado em veterinária, para tratar dores e febre em cavalos, mas que, em grandes doses, por um tempo prolongado, pode provocar anemia aplástica e outros problemas de saúde nos seres humanos.<br />

No parlamento britânico alguns deputados estão a pressionar o governo para que decrete imediatamente uma moratória na importação de carnes da Europa continental, enquanto se espera o resultado dos testes que só deverão estar prontos na sexta-feira.<br />
Regras do Mercado Único não permitem proibição de importações<br />
<br />
O ministro britânico do ambiente garante que “tomará todas as ações que forem necessárias”, se os testes demonstrarem que a carne de cavalo, vendida de forma fraudulenta em produtos ultracongelados no Reino Unido, atenta contra a saúde dos consumidores.<br />
<br />
Owen Paterson diz que as regras do Mercado Único Europeu não lhe permitem proibir importações, mas que está contemplada a possibilidade de uma moratória, no caso de existir uma emergência de saúde pública. Foi o que aconteceu nos anos 90 quando as importações da Grã-Bretanha para o resto da UE estiveram suspensas, depois da crise da BSE [encefalopatia espongiforme bovina, vulgarmente conhecida por doença das vacas loucas].<br />
<br />
“Trata-se de um caso de fraude e conspiração contra o público. De uma ação criminosa, ao substituir um material por outro”, disse.<br />
<br />
O ministro garantiu que vai discutir a questão com os restantes colegas da União Europeia, e salientou que já estão em curso ações legais nos países da Europa continental.<br />
<br />
“Espero que esses processos legais permitam desmascarar os criminosos, porque é completamente inaceitável que os consumidores britânicos adquiram um produto com uma etiqueta a dizer que é uma coisa, quando de facto é outra”, acrescentou.<br />
Circuito de abastecimento torna difícil apurar culpados<br />
<br />
Até agora ninguém identificou nenhum risco para a saúde dos produtos contaminados, mas o caso está a perturbar os consumidores por toda a Europa, particularmente na Irlanda e na Inglaterra, países onde comer carne de cavalo é praticamente tabu e onde se detetaram inúmeros casos relacionados com a fraude em produtos como lasanhas, canelone e mussaka<br />
<br />
A motivação do caso parece ser essencialmente financeira já que a carne de cavalo é substancialmente mais barata do que a de vaca. As investigações da autoridade francesa de segurança alimentar puseram à luz do dia o tortuoso percurso que estes produtos fazem no seio dos 27.<br />
<br />
Exemplo disso é a multinacional Findus, uma das empresas que mais viu a sua reputação afetada pelo escândalo. Em alguns dos produtos ultracongelados à venda no Reino Unido foram identificados teores elevados de carne de cavalo.<br />
<br />
A Findus comprou a carne a uma companhia baseada no nordeste de França, a Comigel, que abastece fornecedores em 16 países com produtos semelhantes. Os produtos identificados nas Ilhas Britânicas vinham de uma fábrica da Comigel no Luxemburgo.<br />
<br />
A Comigel tinha adquirido a carne a uma companhia denominada Spanghero no sudoeste de França, que por sua vez é uma subsidiária de outra firma chamada Poujol.<br />
<br />
A França diz que a Poujol, adquiriu a carne congelada a um comerciante em Chipre, que por sua vez subcontratou a ordem a um comerciante na Holanda, o qual foi abastecer-se a dois matadouros situados na Roménia.<br />
<br />
Na sequência do escandalo, a Findus retirou do mercado do Reino Unido e da França os seus produtos ultracongelados de carne. Os supermercados franceses também retiraram das prateleiras os produtos deste género, mesmo os de marca própria.<br />
Firmas atingidas trocam acusações<br />
<br />
Entretanto as acusações voam. Enquanto a Holanda investiga se houve alguma companhia do país envolvida no caso, a Findus declarou que vai processar a Comigel por quebra de contrato e fraude.<br />
<br />
Segundo o presidente da Findus Nordic, o contrato entre a Findus e a Comigel estipulava que a carne para a lasanha devia vir da Alemanha, da França ou da Áustria. Mas não foi isso o que aconteceu.<br />
<br />
“Os clientes devem poder confiar na declaração de conteúdos”, disse Jari Latvanen , “vamos iniciar uma forte ação legal para garantir que todos os culpados neste assunto serão castigados. A nossa reputação foi prejudicada e faremos tudo para restabelecer a confiança”.<br />
<br />
Esta segunda-feira, os agentes da fiscalização francesa antifraudes inspecionaram as instalações da Comingel em Metz e da Spanghero em Castelnaudary.<br />
<br />
A Spanghero, subsidiária da Pujol que comprou a carne em questão, garante que o que comprou estava rotulado de carne de vaca proveniente da Roménia e ameaçou processar o fornecedor.<br />
<br />
O presidente da Associação das Indústrias Agroalimentares de França, Jean René Buisson, fala de crime de confiança. “A Findus , a principal afetada, recebeu carne com um certificado que indicava carne de vaca. Trata-se de um problema de vigarice”, declarou.<br />
Roménia protesta e rejeita acusações<br />
<br />
À medida que todos os elos desta longa cadeia vão tentando desviar as culpas, os dedos acusadores viram-se para o elo final do caso, a Roménia, o que já levou este país a protestar vigorosamente.<br />
<br />
O governo de Bucareste diz que ainda não surgiram provas de que a carne que saiu dos fornecedores romenos estivesse falsamente identificada como sendo de bovino e não de equídeo.<br />
<br />
“De todos os dados que temos até ao momento não existe nenhuma violação das regras europeias cometidas por companhias da Roménia ou em território romeno,” disse o primeiro-ministro romeno<br />
Vítor Ponta que se declarou “muito zangado” por as culpas estarem a ser atiradas para o seu país.<br />
<br />
Segundo o chefe do governo romeno, “é muito claro que a companhia francesa não tinha qualquer contrato direto com a companhia romena e tem de se apurar onde é que a fraude foi cometida e quem é o responsável”.<br />

O presidente da Roménia, Traian Basescu, disse ontem que o seu país poderá, potencialmente, enfrentar restrições às exportações e perder credibilidade “por muitos anos”, se se provar que os matadouros romenos estão na origem do problema. “Espero que isso não aconteça”, acrescentou. »»<br />

Place de dough on a floured surface and leave for 5 minutes. Knead and stretch for 2 minutes. Mould into a ball, rest for 5 minutes.<br />

Shape the dough and place on to a greased baking tray or into a large loaf tin<br />

Cover with a damp cloth or cling film and leave to rise in a warm place until the dough has the double in size for 30 or 40 minutes.<br />

Pre-heat the oven for 230ºC or 210ºC.<br />

Uncover and bake in the oven for about 30 minutes for a loaf, until golden brown and sound hollow when you tap the base.<br />

Historicamente, as leguminosas sempre foram associadas às classes mais baixas, que não possuíam recursos para outras fontes protéicas como a carne e o peixe. No caso do grão-de-bico, esta associação ganha ainda maior relevância uma vez que, na Roma Antiga, quando se pretendia caracterizar alguém como pobre, utilizava-se a expressão “consumidor de grão frito”. Assim, tal como hoje apelidamos carinhosamente o tremoço de “marisco dos pobres”, também o grão-de-bico foi em tempos a “pipoca dos pobres”, dado que era vendido por comerciantes de rua como aperitivo durante os espectáculos populares de teatro.</div>

Apesar desta clara falta de marketing e da diminuição do seu consumo ao longo dos tempos, há que reconhecer que, na Europa, só a Turquia e a Espanha possuem uma produção superior à nossa e que temos como típicos alguns pratos como o Bacalhau com Grão, Creme de Grão com Espinafres e Rancho. E, se os dois primeiros conseguem reunir algum consenso relativamente ao seu equilíbrio nutricional, o rancho sofre do mesmo preconceito das feijoadas ao ser muitas vezes considerado um prato “muito pesado”. Neste contexto, quando se metem as leguminosas ao barulho, onde a generalidade das pessoas vê “pratos pesados”, os nutricionistas vêem refeições altamente saciantes, sendo que, no rancho tal como nas feijoadas, a única forma de os desequilibrar nutricionalmente passa pela adicção excessiva e desnecessária de enchidos e sal. A estratégia a adoptar é justamente a inversa: passa por utilizar o grão-de-bico como uma arma contra a hipertensão, beneficiando dos seus compostos outrora designados de anti-nutricionais e que hoje se sabe inibirem a enzima de conversão da angiotensina, mimetizando desta forma muitos fármacos de cariz anti-hipertensor. </div>

Assim, não é surpresa nenhuma que o grão-de-bico seja uma excelente (e barata!) fonte protéica de baixo valor calórico, com grande teor de fibra, folato, ferro, zinco e vitamina E, tal como não é surpresa que tenha um papel positivo nos nossos níveis de colesterol e na prevenção da diabetes tipo II, cancro e obesidade. Surpresa é que não seja reconhecido por tudo isto e ande constantemente “fora de moda”.</div>
